Colleges of agriculture are being forced to adapt to a changing world. The forces behind these changes affect all departments within the college. In this paper, the place of agricultural economics within the college and within the university is identified, the current situation facing the discipline is outlined, and strategies for responding to the forces of change are discussed. Three alternatives are available: continuation, termination, and metamorphosis. Different departments are likely to pursue different strategies. Some may disappear altogether or may (...) be absorbed into the parent discipline, economics, or into the business school. Other departments may transform themselves into specialized sub-disciplines, such as natural resources or agribusiness departments. Still others may continue with little or no change. Whatever course is followed, strategic planning will surely be necessary. (shrink)

The Kyoto Protocol on global warming has provoked great controversy in part because it calls for heavier burdens on wealthy countries than on developing countries in the effort to control climate change. The U.S. Senate voted unanimously to oppose any agreement that does not require emissions reductions in low-income countries. The ethics of this position are examined in this paper which shows that there are good moral reasons for supporting the provisions of the Kyoto Protocol. Such a conclusion follows easily (...) from considerations of distributive justice but can also be supported by more narrowly self-interested arguments. (shrink)

The behavior of individuals currently living will generally have long-term consequences that affect the well-being of those who will come to live in the future. Intergenerational interdependencies of this nature raise difficult moral issues because only the current generation is in a position to decide on actions that will determine the nature of the world in which future generations will live. Although most are willing to attach some weight to the interests of future generations, many would argue that it is (...) not necessary to treat these interests as equivalent to those of the current generation. A common approach in this context is to use a system of discounting to evaluate future benefits and harms. This paper assesses the logic of discounting drawing on the writings of economists and philosophers. Much of the economic literature concerns the choice of an appropriate social discount rate. The social discount rate can be taken to reflect beliefs about the rights of future generations, a subject that has been extensively debated in the phioosophic literature. The writings of both economists and philosophers concerned with the weight to attach to the interests of future generations are reviewed and evaluated in this paper and the implications for environmental policy are discussed. There has been much discussion of changing agricultural structure in the United States. In this paper, the author reviews some of the factors contributing to structural change in the United States and describes the policies adopted by the European Community with respect to agricultural structure. The European experience with structural policies suggests that this approach is not very promising for the United States where no specific structural policies exist. The argument developed in this paper is that structural changes in agriculture (...) are simply one example of economic adjustment in a capitalist economy, that economic adjustments are generally desirable although they are not costless, and that discussions of agricultural structure should focus on methods to alleviate the costs of adjustment rather than on efforts to prevent change. Property rights are important institutions that influence economic performance and reflect the historical, cultural, and political realities of particular societies. Drawing on a variety of concepts from legal and economic studies, a framework for explaining the origin and evolution of property rights is developed and applied to the specific case of changing ground water rights in Nebraska. The Nebraska case is an interesting example of reliance on local control in regulating water use. Despite the importance of local initiatives in ground (...) water management, this case also illustrates the need for external support from the judicial and legislative systems. The evolution of ground water property rights in Nebraska, as in other parts of the United States, has been conditioned by historical circumstances and changing values and attitudes as well as by economic and political forces. The Common Agricultural Policy (CAP) of the European Community (EC) has been criticized for causing a misallocation of resources, inequitable income transfers, and enormous budgetary costs. The purpose of this paper is to examine the political economy of agriculture and agricultural policy in the EC. The results of the analysis indicate that conflicts between national political objectives and broader, community-wide concerns are important factors in the performance of EC agriculture. The pressures for reform of the CAP will lead to modification (...) of the system, but changes in EC agricultural policy are likely to be moderate because of the inherent inertia of the policy-making process. As a result, the agricultural system in the EC will probably continue to evolve in an atmosphere of crisis with most reforms directed at symptoms rather than fundamental problems. (shrink)

Debates over the causes and consequences of the “Axial Age” – and its relevance for understanding and explaining “modernity” – continue to rage within and across a wide variety of academic disciplines, including anthropology, sociology, archaeology, history, social theory, and cognitive science. We present a computational model that synthesizes three leading theories about the emergence of axial civilizations. Although these theories are often treated as competitors, our computational model shows how their most important conceptual insights and empirically based causal claims (...) can be integrated within a single computational architecture. The plausibility of the latter is supported by the results of our simulation experiments, which were able to simulate the emergence and growth of an axial civilization. The model shows how the relevant theories can be rendered consistent, while challenging the claims of any one to comprehensiveness. (shrink)

Human pluripotent stem cells (hPSCs) have the potential to fundamentally change the way that we go about treating and understanding human disease. Despite this extraordinary potential, these cells also have an innate capability to form tumors in immunocompromised individuals when they are introduced in their pluripotent state. Although current therapeutic strategies involve transplantation of only differentiated hPSC derivatives, there is still a concern that transplanted cell populations could contain a small percentage of cells that are not fully differentiated. In addition, (...) these cells have been frequently reported to acquire genetic alterations that, in some cases, are associated with certain types of human cancers. Here, we try to separate the panic from reality and rationally evaluate the true tumorigenic potential of these cells. We also discuss a recent study examining the effect of culture conditions on the genetic integrity of hPSCs. A distinction therefore arises between the logic and its substitution core, the set of formulas all of whose substitution instances are valid. The classic example of a non-uniform dynamic epistemic logic is Public Announcement Logic (PAL), and a well-known open problem is to axiomatize the substitution core of PAL. In this paper we solve this problem for PAL over the class of all relational models with infinitely (...) many agents, PAL-K_omega, as well as standard extensions thereof, e.g., PAL-T_omega, PAL-S4_omega, and PAL-S5_omega. We introduce a new Uniform Public Announcement Logic (UPAL), prove completeness of a deductive system with respect to UPAL semantics, and show that this system axiomatizes the substitution core of PAL. Coastal ecosystems are increasingly dominated by humans. Consequently, the human dimensions of sustainability science have become an integral part of emerging coastal governance and management practices. But if we are to avoid the harsh lessons of land management, coastal decision makers must recognize that humans are one of the more coastally dependent species in the biosphere. Management responses must therefore confront both the temporal urgency and the very real compromises and sacrifices that will be necessary to achieve a sustainable coastal (...) ecosystem, one that is economically feasible, socially just, and ecologically sound. DuBois, Frantz Fanon, and Amilcar Cabral, this book explores the three theorists' articulation of the relationship between acculturation and mass popular leadership among colonized elites in the African diaspora.

Although some attention has been devoted to assessing the attitudes and concerns of businesspeople toward ethics, relatively little attention has focused on the attitudes and concerns of tomorrow's business leaders, today's college students. In this investigation a national sample was utilized to study college students' attitudes toward business ethics, with the results being analyzed by academic classification, academic major, and sex. Results of the investigation indicate that college students are currently somewhat concerned about business ethics in general, and that female (...) students in particular are more concerned about ethical issues than are their male counterparts. This paper describes a flaw in the teaching of issues related to market economics and social justice at American institutions of higher learning. The flaw we speak of is really a gap, or an educational disconnect, which exists between those faculty who support market-based economies and those who believe capitalism promotes economic injustice. The thesis of this paper is that the gap is so wide and the ideas that are promoted are so disconnected that students are trapped into choosing one (...) or the other position (or neither) and are left unable to link the two sides of the discussion. Such an educational process is not one that produces free and reasoned discernment. In this paper, we briefly relate how we came to be aware of the disconnect and its harms. We present evidence that a pedagogical gulf exists within the teaching of markets and capitalism at American universities - faculty interviews, course syllabi, portions of the corpus of material generally referred to as Catholic Social Thought, as well as references to traditional, mainstream economic theory. Further, we give evidence of the confusion and frustration among students this gulf causes. We suggest possible reasons for the gulf-primarily through an investigation of the differences in underlying assumptions and misperceptions that exist between two divisions within universities. We conclude by suggesting a set of curricular changes designed to improve teaching. The authors' aim is not to change people's minds. It is to change their teaching. The authors believe that these curricular changes will leave students less frustrated and better prepared for a life of significant service - with improved critical thinking skills. (shrink)

This paper contrasts two information-theoretic approaches to statistical explanation: namely, (1) an analysis, which originated in my earlier research on problems of testing stochastic models of learning, based on an entropy-like measure of expected transmitted-information (and here referred to as the Expected-Information Model), and (2) the analysis, which was proposed by James Greeno (and which is closely related to Wesley Salmon's Statistical Relevance Model), based on the information-transmitted-by-a-system. The substantial differences between these analyses can be traced to the following (...) basic difference. On Greeno's view, the essence of explanation lies in the relevance relations expressed by the conditional probabilities that relate the explanans variables to the explanandum variables; on my view, in contrast, the essence of explanation lies in theories viewed as hypothetical structures which deductively entail conditional probability distributions linking the explanans variables and the explanandum variables. The explanatory power of a stochastic theory is identified with information (regarding the values of explanandum variables) which is "absorbed from" the explanans variables. While other information which is "absorbed from" the explanandum variables (through the process of parameter estimation, for example) reflects descriptive power of the theory. I prove that Greeno's measure of transmitted information is a limiting special case of the E-I model, but that the former, unlike the latter, makes no distinction between explanatory power and descriptive power. Confusion surrounds Catholic teaching on the use of assisted nutrition and hydration, specifically the question of when, if ever, its refusal or removal is ethical. This paper focuses on two often-neglected considerations: the relationship between means and mechanism, and an assessment of proportionality of the mechanism from the patient’s perspective. The authors draw on two critical principles of Catholic moral teaching: only ordinary means are required, and proportionality is subject to the perspective of the patient, not just that of experts (...) or the culture. The mechanisms that provide food and water have distinct benefits and burdens. Their proportionality is properly subject to analysis by the patient or surrogate, who determines which mechanism is acceptable in the patient’s situation. (shrink)

This is the first book in modern times that makes sense of the Nicomachean Ethics in its entirety as an interesting philosophical argument, rather than as a compilation of relatively independent essays. In Taking Life Seriously Francis Sparshott expounds Aristotle's Nicomachean Ethics as a single continuous argument, a chain of reasoned exposition on the problems of human life. He guides the reader through the whole text passage by passage, showing how every part of it makes sense in the light of (...) what has gone before, as well as indicating problems in Aristotle's argument. No knowledge of Greek is required. When the argument does depend on the precise wording of the Greek text, translations and explanatory notes are provided, and there is a glossary of Greek terms. Sparshott offers insightful and useful criticism, making Taking Life Seriously the best available companion to a first reading of the Ethics. (shrink)

The purpose of this study was to determine the opinions and expectations of patients and nurses about privacy during a hospital admission for surgery. The study explored what enables and maintains privacy from the perspective of Turkish surgical patients and nurses. The study included 102 adult patients having surgery and 47 nurses caring for them. Data were collected via semistructured questionnaire by face-to-face interviews. The results showed that patients were mostly satisfied by the respect shown to their privacy by the (...) nurses but were less confident of the confidentiality of their personal data. It was found that patients have expectations regarding nursing approaches and attitudes about acknowledging and respecting patient autonomy and confidentiality. It is remarkable that while nurses focused on the physical dimension of privacy, patients focused on informational and psychosocial dimensions of privacy, as well as its physical dimension. (shrink)

Context: The problems that are most in need of interdisciplinary collaboration are “wicked problems,” such as food crises, climate change mitigation, and sustainable development, with many relevant aspects, disagreement on what the problem is, and contradicting solutions. Such complex problems both require and challenge interdisciplinarity. Problem: The conventional methods of interdisciplinary research fall short in the case of wicked problems because they remain first-order science. Our aim is to present workable methods and research designs for doing second-order science in domains (...) where there are many different scientific knowledges on any complex problem. Method: We synthesize and elaborate a framework for second-order science in interdisciplinary research based on a number of earlier publications, experiences from large interdisciplinary research projects, and a perspectivist theory of science. Results: The second-order polyocular framework for interdisciplinary research is characterized by five principles. Second-order science of interdisciplinary research must: 1. draw on the observations of first-order perspectives, 2. address a shared dynamical object, 3. establish a shared problem, 4. rely on first-order perspectives to see themselves as perspectives, and 5. be based on other rules than first-order research. Implications: The perspectivist insights of second-order science provide a new way of understanding interdisciplinary research that leads to new polyocular methods and research designs. It also points to more reflexive ways of dealing with scientific expertise in democratic processes. The main challenge is that this is a paradigmatic shift, which demands that the involved disciplines, at least to some degree, subscribe to a perspectivist view. Constructivist content: Our perspectivist approach to science is based on the second-order cybernetics and systems theories of von Foerster, Maruyama, Maturana & Varela, and Luhmann, coupled with embodied theories of cognition and semiotics as a general theory of meaning from von Uexküll and Peirce. Sustainability assessments bring together different perspectives that pertain to sustainability in order to produce overall assessments and a wealth of approaches and tools have been developed in the past decades. But two major problematics remain. The problem of integration concerns the surplus of possibilities for integration; different tools produce different assessments. The problem of implementation concerns the barrier between assessment and transformation; assessments do not lead to the expected changes in practice. This paper aims to analyze issues of complementarity in (...) sustainability assessment and transformation as a key to better handling the problems of integration and implementation. Based on a generalization of Niels Bohr’s complementarity from quantum mechanics, we have identified two forms of complementarity in sustainability assessment, observer stance complementarity and value complementarity. Unlike many other problems of sustainability assessment, complementarity is of a fundamental character connected to the very conditions for observation. Therefore complementarity cannot be overcome methodologically; only handled better or worse. Science is essential to the societal goal of sustainability, but these issues of complementarity impede the constructive role of science in the transition to more sustainable structures and practices in food systems. The agencies of sustainability assessment and transformation need to be acutely aware of the importance of different perspectives and values and the complementarities that may be connected to these differences. An improved understanding of complementarity can help to better recognize and handle issues of complementarity. These deliberations have relevance not only for sustainability assessment, but more generally for transdisciplinary research on wicked problems. (shrink)

The encounter between Socrates and Thrasymachus in Republic I is notoriously baffling. Most of what is said seems straightforward, and the issues at stake are ones of common concern, but the argument remains elusive. The purpose of this paper is to investigate the nature and grounds of this elusiveness, and to show that some of it can be dispelled by a sufficiently free-ranging exegesis that bears in mind the general character of Plato’s writing.

This paper undertakes a theoretical investigation of the 'learning' aspect of science as opposed to the 'knowledge' aspect. The practical background of the paper is in agricultural systems research – an area of science that can be characterised as 'systemic' because it is involved in the development of its own subject area, agriculture. And the practical purpose of the theoretical investigation is to contribute to a more adequate understanding of science in such areas, which can form a basis for developing (...) and evaluating systemic research methods, and for determining appropriate criteria of scientific quality. Two main perspectives on science as a learning process are explored: research as the learning process of a cognitive system, and science as a social, communicational system. A simple model of a cognitive system is suggested, which integrates both semiotic and cybernetic aspects, as well as a model of self-reflective learning in research, which entails moving from an inside 'actor' stance to an outside 'observer' stance, and back. This leads to a view of scientific knowledge as inherently contextual and to the suggestion of reflexive objectivity and relevance as two related key criteria of good science. (shrink)

Context: Society is faced with “wicked” problems of environmental sustainability, which are inherently multiperspectival, and there is a need for explicitly constructivist and perspectivist theories to address them. Problem: However, different constructivist theories construe the environment in different ways. The aim of this paper is to clarify the conceptions of environment in constructivist approaches, and thereby to assist the sciences of complex systems and complex environmental problems. Method: We describe the terms used for “the environment” in von Uexküll, Maturana & (...) Varela, and Luhmann, and analyse how their conceptions of environment are connected to differences of perspective and observation. Results: We show the need to distinguish between inside and outside perspectives on the environment, and identify two very different and complementary logics of observation, the logic of distinction and the logic of representation, in the three constructivist theories. Implications: Luhmann’s theory of social systems can be a helpful perspective on the wicked environmental problems of society if we consider carefully the theory’s own blind spots: that it confines itself to systems of communication, and that it is based fully on the conception of observation as indication by means of distinction.
